Mandatory Reporting of Child Abuse Ordinance
The Mandatory Reporting of Child Abuse Ordinance (the ‘Ordinance’) (Cap. 650) was passed by the Legislative Council on 11 July 2024 and will come into operation on 20 January 2026. The enactment and implementation of the Mandatory Reporting of Child Abuse Ordinance is an important development for the education sector. The policy objective of the Ordinance is to establish a comprehensive and effective protection network for children by mandating specified professionals in the social welfare, education, and medical and health sectors to report serious child abuse cases, while warning potential abusers that their actions are likely to be uncovered.
